Steve Martelli
Biography
Stephen L. Martelli is a Foreign Service Officer, currently assigned to the George P. Shultz National Foreign Affairs Training Center, where is responsible for training newly hired diplomats and foreign affairs professionals as they prepare for worldwide service. Prior to his assignment at the Training Center, Steve was a Watch Officer assigned to the State Departments Operations Center. While in the Operations Center, Steve ensured the Secretary and senior Department officials always remained informed on breaking news and frequently provided accurate briefs on relevant topics. He enabled the Secretary and senior Department leaders to promote U.S.
interests more effectively by seamlessly and professionally connecting them to foreign officials and facilitated effective whole-of-government response to emerging developments, threats and crises by quickly disseminating accurate information across the Department and the inter-agency.
Prior to being assigned to Washington, DC, Steve served in Monterrey, Mexico and Havana, Cuba. In Mexico, in addition to filling the role as Senior Line Supervisor of one of the largest Non-Immigrant Visa sections in the world, he coordinated a multi-departmental move into a new
$85 million consulate compound.
While serving in Havana, he co-authored U.S.
Embassy Havanas Integrated Country Strategy (ICS). The ICS is a three-year strategic plan concentrating on security, business development and furthering the administrations policy toward Cuba. With only minor edits by White House personnel, this plan became the Presidential Policy Directive for U.S. Cuba relations.
Prior to joining the Foreign Service, Steve was a Wilmington City Councilman, representing the 8th Councilmanic District. He became involved with the UD Department of Political Science and International Relations upon his return from an overseas posting in Havana, Cuba in January 2017, providing students with perspectives he gained from the posting and his prior service as a member of the Wilmington City Council from 2009-2012.
